Trade with North Korea is restricted by UN Security Council sanctions. Resolution 2397 prohibits procuring from North Korea, among other things, food and agricultural products (HS 07, 08, 12), machinery and electrical equipment (HS 84, 85) and wood (HS 44); resolution 2371 prohibits coal, iron and seafood.
Exports to North Korea are restricted: resolution 2397 prohibits supplying, among other things, industrial machinery (HS 84, 85), transportation vehicles (HS 86–89), iron, steel and other metals (HS 72–83), and refined petroleum beyond the annual cap.
Services from North Korea are restricted: resolution 2375 bans work authorizations for DPRK nationals, and resolution 2397 requires repatriating all DPRK nationals earning income abroad.

North Korea is one of the most challenging trade partners from a sanctions compliance standpoint. Nevertheless, Russia and North Korea continue to develop trade and economic cooperation within permitted limits.
North Korea is subject to multi-layered UN Security Council sanctions. Russian companies must comply with Russian export control legislation and must observe UN Security Council resolutions, which are binding on all UN members under Article 25 of the UN Charter.
SWIFT settlements in USD/EUR with North Korea are unavailable. Agree the settlement procedure with your authorised bank before signing: the Foreign Trade Bank of the DPRK is on the UN sanctions list (resolution 2371).
North Korea has been a party to the CISG since 1 April 2020, so the Convention applies automatically unless the parties exclude it. Our contract is governed by Russian law; disputes go to the ICAC at the Chamber of Commerce and Industry of the Russian Federation.
