An import contract is the legal basis for purchasing goods or services from a foreign supplier. Without it, the bank won't process an international payment, and customs won't accept the import declaration. Mandatory sections: subject, price, deadlines, both parties' details, and the payment procedure.
Under 173-FZ, for import contracts worth 3 million RUB or more, the authorized bank registers it and assigns a unique registration number. Below this threshold registration isn't required, but the contract is still needed to justify the payment.
In an import contract, the Russian company is the buyer: it pays a foreign seller and receives goods or work results. In an export contract, it's the opposite. They differ in Incoterms basis, the registration threshold (3 vs 6 million RUB), and the tax regime (0% VAT applies only on export).
FOB — the supplier loads the goods onto the vessel, and the Russian party arranges freight. CIF — the supplier covers freight and insurance to the port of destination: convenient, but the supplier controls the shipping. EXW — you collect the goods from the supplier's warehouse yourself. Import Contract and Currency Control under 173-FZ

For import contracts worth 3 million rubles or more, the authorized bank registers it and assigns a unique registration number under Bank of Russia Instruction No. 181-I. The bank checks that the payment's purpose and amount match the terms of the document. Errors in the details or vague wording are a common cause of payment delays.
