The UAE has no single public company register. To verify a counterparty, request its Trade Licence and Certificate of Incorporation. Companies in free zones (Jebel Ali, DMCC) are registered in that zone's own registry. Make sure the company is not on any sanctions list.
Yes. The Russian bank reviews every payment under the contract in accordance with 173-FZ. For amounts over 3 million RUB, the contract is registered and assigned a unique registration number. The UAE as a re-export hub

The United Arab Emirates is the largest re-export hub in the Middle East. A significant share of goods re-exported to Russia passes through the port of Jebel Ali and the free zones DMCC, JAFZA, DAFZA. Many companies use the UAE as an intermediate link — verify the actual country of origin of the goods for Russian customs.

The UAE has several business forms: LLC (mainland company; since 2021, 100% foreign ownership has been possible in a number of sectors), Free Zone Company (FZE — single shareholder, FZCO — multiple shareholders), Offshore Company (RAKICC, Ajman Offshore). Free zone companies cannot trade directly on the mainland without a local agent — verify the counterparty's status.

CISG and governing law

The UAE has not joined the Vienna Convention on Contracts for the International Sale of Goods (CISG). The contract must explicitly specify the governing law. Popular options: Russian law, English law, UAE law. Where an arbitration clause is included, the DIFC-LCIA Arbitration Centre (Dubai) or the ICAC at the Russian Chamber of Commerce and Industry is recommended.
